Summer 2010 NYSAC News Magazine

High property taxes are the most pressing issues facing our communities in New York. They repel new business ventures and they send New Yorkers packing for other states with lower taxes and better job opportunities.

Property taxes are not a new phenomenon. As one Cornell scholar points out in this magazine, property taxes were a thorn in the side of New York colonists over 300 years ago. Then they were used to take care of the poor and vagabonds. Today’s property taxes fund a much broader array of services, much of which are developed inside the four walls of the State Capitol.

2010 Spring NYSAC News Magazine

The spring edition of the NYSAC News magazine illustrates what these outdoor venues mean to our communities and to New Yorkers. The following articles outline the role our parks, trails and recreation programs play for our county governments.

In reading these articles, one thing is clear: investments in public recreational facilities are investments in the long-term health and well-being of our residents, our economies, and our ability to attract tourists businesses looking to relocate to areas with a wealth of natural
resources.

Articles highlight the unique role institutions of higher education have in our communities. From public-private partnerships in research, incubators of entrepreneurships, job training and the overall impact on our communities, higher educational facilities are a major driver for our State’s economy.

NYSAC News cover This edition of the NYSAC News highlights many programs included in the American Recovery and Reinvestment Act (ARRA) that are of interest to counties.

 

The $787 billion American Recovery and Reinvestment Act (ARRA) signed into law by President Barrack Obama this winter provides over $463 billion in new federal funding for health care, education, infrastructure projects, benefits to the poor and unemployed, as well as $326 billion for targeted tax cuts in an effort to reverse the most significant national economic downturn since the Great Depression.

Each issue of our magazine includes “County Corner” stories that share best practices of innovative counties at work. In this issue, we have several examples of innovative projects at counties.

 

Erie County’s experiment with Lean Six Sigma has created a set of new guidelines and procedures put in place in 2007 that has helped the social service departments’ special investigations unit recover more than $16.9 million in fraud. An article from our Yates County Sheriff explores the issues surrounding consolidation of public safety organizations. An innovative vision in Tompkins County has local officials looking into pooling their resources to create an inter-municipal health insurance plan.

The county governments that we represent are still experimenting, still tinkering, still testing and providing and sharing solutions to the problems of governing that we face today.
