coverThe Winter issue of the NYSAC News magazine marks the beginning of the new year for our Association, and 2010 promises to have its share of challenges and opportunities. Our publication focuses on the opportunities inherent in our first-rate community colleges and state universities.

Articles highlight the unique role institutions of higher education have in our communities. From public-private partnerships in research, incubators of entrepreneurships, job training and the overall impact on our communities, higher educational facilities are a major driver for our State’s economy.

Despite this critical assistance, counties continue to need the State to act on many bills pending in Albany. The close of this year's State Legislative Session brought unprecedented political gridlock in Albany as the State Senate legislative process devolved into a power struggle.

Erie County’s experiment with Lean Six Sigma has created a set of new guidelines and procedures put in place in 2007 that has helped the social service departments’ special investigations unit recover more than $16.9 million in fraud. An innovative vision in Tompkins County has local officials looking into pooling their resources to create an inter-municipal health insurance plan.

HAVA provides for all election functions to be consolidated at the county level. Under the provisions of the State's HAVA amendments to Election Law, county boards of elections will be responsible for the ownership, care, custody, and control of voting machines shall be in the hands of the county boards.

This issue focuses on the theme of health care and Medicaid, from the perspective of county leaders.
