Job Details:
The duties involve responsibility for serving as the Director of the Community Mental Health Services Department for the county. The Director oversees and is responsible for the community mental health programs, which include: clinical services and case management, intensive case management and continuing day-treatment. As department head, the director exercises management and supervision of individuals directly employed by the county or contracted with by the county. The incumbent monitors and directs the mental health programs and services for the county. In discharging these responsibilities, the Director must organize, direct, and coordinate the work of all employees in the department to achieve the effective and efficient operation of multiple programs undertaken by the department. The Director has administrative control subject to financial limitations imposed by the Cayuga County Legislature. Supervision is exercised over subordinate professional, para-professional, administrative and clerical staff.
As Executive Director of the CSB, the duties also involve responsibility for serving as chief executive officer of the Cayuga County Community Services Board (CSB), exercising general direction in the planning, coordination, and operation of the programs that are provided to persons in need of: Mental health (MH), mental retardation /developmental disabilities (MRDD), and alcohol/substance abuse services (OASAS), established and funded by NYS Consolidated Mental Hygiene Law (Article 41). The Executive Director of the CSB recommends actions and policies to the Cayuga County Community Services Board for the purpose of establishing and maintaining comprehensive MH, MRDD, and OASAS programs and services provided within the county. Such recommendations may include the establishment of facilities and the control of services. Work is performed under the general direction of the CSB.
Minimum Qualifications: EITHER:
(A) Possession of a current valid license to practice medicine in New York State and board qualification or board eligibility as a psychiatrist or neurologist by the American Board of Psychiatry and Neurology, or as a pediatrician by the American Board of Pediatrics. In addition, 5 years of clinical and/or administrative experience working in programs for individuals who have a diagnosis of mental illness, mental retardation, developmental disability, alcoholism, or substance abuse; 2 years of which must have been in an administrative capacity; OR
(B) Certification as a psychologist in accordance with article 153 of the Education Law, possession of a Doctorate in Psychology conferred by a university regionally accredited or registered by the New York State Education Department and 5 years of clinical and/or administrative experience working in programs for individuals who have a diagnosis of mental illness, mental retardation, developmental disability, alcoholism, or substance, 2 years of which have been in an administrative capacity; OR
(C) Certification as a Licensed Master Social Worker or Licensed Clinical Social Worker in accordance to with article 154 of the Education Law, possession of a Master's Degree in Social Work conferred by a university regionally accredited or registered by the New York State Education Department and 7 years of clinical and/or administrative experience working in programs for individuals who have a diagnosis of mental illness, mental retardation, developmental disability, alcoholism, or substance abuse; 2 years of which must have been in an administrative capacity; OR
(D)Graduation from a regionally accredited or NYS registered college or university with a Master’s Degree in rehabilitation counseling, psychology, social work, public health administration, public administration, hospital administration, human services administration, business administration, or other equivalent degrees as determined by a curriculum reviewed and approved by the NYS Education Department and 7 years of clinical and/or administrative experience working in programs for individuals who have a diagnosis of mental illness, mental retardation, developmental disability, alcoholism, or substance abuse; 2 years of which must have been in an administrative capacity; OR
(E) Graduation from a regionally accredited or NYS registered college or university with a Master’s Degree in psychiatric mental health nursing, be licensed by the NYS Education Department as a registered nurse, and 7 years of clinical and/or administrative experience working in programs for individuals who have a diagnosis of mental illness, mental retardation, developmental disability, alcoholism, or substance abuse; 2 years of which must have been in an administrative capacity.
NOTE: Administrative Capacity Experience: Includes functioning in an administrative capacity for the management of a program in which the candidate was responsible for the overall direction and control of an identifiable organizational unit of a program.
Salary – Benefits Information:
Combined Starting Salary for both positions: $65,500 - $75,500 with full county benefit package.
(Salary may be negotiable dependent upon applicant’s qualifications for position.)
