Commissioner of Department of Social Services
Warren County is seeking candidates for the position of Commissioner of the Department of Social Services.
The Commissioner of Social Services is charged with administering public assistance and care as defined in the Social Services Law. The major objectives of the Commissioner and the Department are to provide adequately for those unable to maintain themselves and to administer such care, treatment and services as may restore such persons to a condition of self support.
Additionally the Commissioner of Social Services is responsible for all aspects of operations for Adult Protective Services and Child Welfare Services. Child Welfare Services currently include child protective services, prevention services, foster care and adoption services and special needs programs such as Day Care Assistance. The ideal candidate will be proactive in developing and implementing effective strategies and procedures to protect children, strengthen families, and effectively deliver services to foster healthy growth and development among children and youth. The position calls for an innovative leader with excellent analytical, planning and organizational skills, as well as the capability to carryout major initiatives. Thorough knowledge of all applicable laws, regulations and guidelines governing child welfare services is required.
General responsibilities include but are not limited to the following:
- All phases of the public welfare program, including planning, organizing, directing and coordinating the work of the various units of administration for efficient and effective operation;
- Financial planning, including preparation of budgets, maintenance of fiscal controls and submission of required reports to the local legislative body and the State;
- Determines personnel requirements for the appointment of staff in compliance with State law and local Civil Service Rules;
- Cooperates with representatives of the State Office of Temporary and Disability Assistance, the State Office of Children and Family Services and the State Department of Health in the operation and development of the local Social Services district programs, and directs the preparation and submission of the required reports to the State;
- Cooperates with the other agencies, both public and private, and officials and citizens in planning for community service;
Qualified applicants will possess a Bachelor’s degree and six years of satisfactory full-time paid experience in a health, education or social agency, four years of which must have been in a satisfactory administrative or supervisory capacity. Experience as a local social services commissioner or post-graduate training considered. Successful candidate must meet requirements of the New York State Department of Social Services regulations.
Appointments to this position shall be made by the Warren County Board of Supervisors for a term of five years, pursuant to NYS Law and are subject to the approval of the NYS Dept. of Social Services. Salary is commensurate with experience.
