DISTINGUISHING FEATURES OF THE CLASS: This is a technical position involving responsibility for the accurate plotting and mapping of changes in property lines on a tax map. Basic data is obtained from property transfer records, aerial and other tax maps, and direct field observations. The work is performed under the supervision of the Director of Real Property Tax Services. Does related work as required.
TYPICAL WORK ACTIVITIES:
- Plots changes in property lines from deed descriptions onto maps using computerized software;
- Computes acreage involved in each change for information of assessors;
- Checks and searches property records and tax maps to correctly identify parcels or portions intended for transfer or title;
- Reconciles and integrates new data with pre-existing digital base map files;
- Plots new subdivisions and parcels, calculates parcel areas; road frontage; dimensions and center coordinates and records appropriate information on deeds and related records;
- Contacts County departments, attorneys, surveyors, assessors, abstractors, realtors and the public to interpret maps, obtain information and resolve discrepancies in records;
- Locates parcel information such as geographic location and property lines for abstractors, assessors, attorneys, realtors and others;
- Reviews and analyzes digital map files, including tax maps, for compliance with Federal, State and local laws and rules;
- Interprets descriptions of conveyance shown on maps for information of assessors and property owners;
- Performs field checks to assist with the solution of mapping problems;
- Confirms identity or property described on tax rolls and other records as assessed prior to adoption of tax map.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Good knowledge of the practices and principles of drafting and the instruments used; working knowledge of mathematics including plane geometry; ability to correctly identify and transfer property lines to maps as described in deeds and legal documents; ability to participate in tax map digital conversion projects; ability to review and analyze digital tax map data files for compliance with NYS Rules and Regulations for Real Property Tax Administration; ability to understand and interpret complex oral and written information; good judgment; initiative; integrity; good address; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
- Graduation from a regionally accredited or New York State registered two-year college with an associate’s degree in engineering or architectural technology; or
- Completion of two years of a regionally accredited or New York State registered college course leading to a bachelor’s degree in engineering or architecture; or
- Graduation from high school or possession of a high school equivalency diploma and two years of experience in surveying, drafting, or sub-professional engineering work involving drafting; or
- An equivalent combination of training and experience as indicated in (A), (B) and (C) above.
