Youth Bureau Director

The Tompkins County New York Youth Services Department anticipates a vacancy in the position of Youth Bureau Director in September of 2010. This is a competitive class civil service position. Any candidate wishing to be considered for this position must file an application for examination no later than January 21, 2010. The test will be held February 20, 2010. The position will be filled from among those scoring highest on the resulting Civil Service eligible list. There is no examination fee in Tompkins County. 

Tompkins County, with its population of 100,000, is located in Ithaca, NY, the heart of the Finger Lakes, is home to Cornell University, Ithaca College and Tompkins Cortland Community College. The Tompkins County Youth Services Department, with a total staff of 6, has been recognized for its ability to develop innovative and collaborative approaches for meeting the needs of over 8,000 youth each year. In addition to the County Youth Services Board, which develops countywide plans for promoting youth development and reducing delinquency and other risk behaviors, the Department works with municipally appointed youth commissions that plan, fund, and oversee local youth development programs.

While rural in character, the County does have runaway and homeless youth and the Youth Services Department has been successful in helping to secure program resources for this vulnerable population. The Department works closely with other County departments and schools in the areas of Persons In Need of Supervision (PINS) and foster care diversion, youth employment, and children’s mental health services. In addition to administering funding and providing technical assistance to agency and municipal providers, the Department provides staff support to an eleven member intermunicipal Recreation Partnership which contracts for services for 4,000 youth per year. As an outgrowth of the Department’s planning, coordination, and grants management efforts, the Community Coalition for Healthy Youth recently secured its second, five-year federal Drug Free Communities grant which pays for one of the Department’s staff.

The County is seeking a creative leader with strong planning skills who can bring people, systems, and communities together on behalf of children, youth, and families. The Youth Bureau Director should be knowledgeable about youth development and committed to measuring program performance. The Director should be culturally competent, and capable of engaging elected officials, school personnel, with public and private sectors in areas of mutual interest and shared concern. He or she should be a great problem solver who can document and promote the value of helping all youth be ready by 21 for post-secondary education, work, and life. Responsibilities include supervision of five professional staff, support to three countywide advisory boards, development of countywide plans, federal and state grants, coordination of services for children 0-20, and management of a $1.2 million dollar departmental budget.

This is a full-time 40-hour position with a salary range of $59,633 to $64,784 and includes NYS Retirement and an excellent fringe benefits package.
