Position Information

Public Health Systems Administrator
The County of Schenectady is seeking an experienced and qualified individual for the position of Public Health Systems Administrator. This position exists in the Schenectady County Public Health Department and involves the responsibility for leading and promoting community initiatives focused on improved health, wellness and safety.  The work is performed under the supervision of the Director of Public Health with leeway given for carrying out the details of the work.  Direct supervision may be exercised over the work of subordinate employees.  The incumbent does related work as required. 
 
Sample job duties include:
  • Leads and promotes community initiatives focused on improved health, wellness and safety;
  • Leads community health assessment and planning processes;
  • Leads community coalition focused on community health strategies;
  • Prepares and submits various health assessment plans and reports, including Community Health Assessment and Community Health Improvement Plan;
  • Collaborates with various public and private agencies regarding strategic planning of health programs and operations of health services in the community;
  • Compiles and analyzes health department and health services statistics and demographic, socio-economic, and financial data to assess need for new or improved health programs;
  • Prepares and submits periodic reports;
  • Designs and drafts program proposals, including grant applications, for the extension of current programming and for the development of additional related projects;
  • Prepares and/or reviews grant applications/contracts for funding county public health programs;
  • Leads and participates as a member of planning committees, both internal and external to the department;
  • Acts as a resource person for issues dealing with public health planning and data;
  • Compiles departmental and other data and converts data into various formats for reporting to departmental, county and state officials;
  • Coordinates and administers the day-to-day operational activities of assigned programs;
  • Evaluates program operations and recommends changes in organization and procedures as required to meet program objectives;
  • Represents the Health Department at meetings with governmental agencies, community groups and the public concerning program components and related community activities;
  • Develops, implements and evaluates community health strategies and outreach activities;
  • Develops and implements performance standards, systems and procedures to monitor and evaluate programs;
  • Conducts periodic program reviews for quality assurance control;
  • Prepares and analyzes epidemiological and statistical reports, morbidity reports and assists with the preparation and analysis of grants, and fiscal reports;
  • Supervises staff as assigned by the Public Health Director;
  • Does related work as required.

Requirements Candidates must possess:
Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Public Health AND three (3) years of experience in the field of community health preparing strategic community plans, and collecting, analyzing, reporting and communicating data of which one (1)year shall have involved staff supervision.
 
Schenectady County offers a competitive salary dependent on the applicant’s qualifications along with an excellent benefit package including New York State retirement, generous health, dental, vacation, sick and personal leave. The selected candidate will receive provisional appointment pending New York State Civil Service examination. The positions salary range is $61,430 - $75,000.
