Did You Know That The Four Top Categories Of County Expenditures…
 
…include social services, general government programs, employee salaries and benefits, and public safety. These four categories of spending account for nearly 65 percent of county expenses.
 
As counties across the state finalize their 2017 spending plans, it remains true that most county expenditures are heavily driven by state law, under which county governments are required to administer and fund an array of state and federal programs.
 
In the past fifteen years, county spending trends were highly correlated to increases in state-imposed mandates and also economic conditions that both increased demands for social services and curtailed revenue.
 
These trends and other information on aggregate county revenues, expenditures, and debt are the focus of a forthcoming NYSAC report, which will be made available to members next week.
