Funding 9-1-1 in NYS: New NYSAC Report
In NYS, counties are responsible for providing and funding 9-1-1 services. NYSAC has released a new report on 9-1-1 services, current funding mechanisms, and policy changes needed to fund current and future 9-1-1 needs.
This report addresses the evolution of New York's 9-1-1 system, the role counties play in that system, the changes that are expected to take place over the next decade, and the challenges of appropriately funding those changes.

Legislative Update
The Legislature is scheduled to convene today through Wednesday, May 9th. There are 21 days left of the 2018 Legislative Session, which is scheduled to conclude on Wednesday, June 20th. As the end of session approached Assembly Speaker Heastie has outlined some items that will be a priority for the Assembly, including: criminal justice reform package, eliminate the link between standardized testing results and teacher evaluations, and the Child Victims Act.  The Senate Majority Leader Flanagan announced on Monday, "With eight weeks remaining, we have an obligation to act on important legislation that will improve the quality of life for the hardworking constituents we represent." In response, the Senate introduced a package of legislative items aimed to take over local Medicaid costs and reduce unfunded mandates, as ways to reduce property taxes. Because these measures have a state fiscal impact, they are not expected to be taken up by the Executive outside of the State Budget process.
NYSAC continues to advocate for counties to ensure new programs place no additional financial burdens on county property taxpayers. NYSAC's complete legislative platform for 2018, indicating session priorities by issue area, can be found at:


NACo: National Stepping Up Day

We encourage counties to participate in the National Stepping Up Day of Action on Wednesday, May 16 #StepUp4MentalHealth. In May 2015, The National Association of Counties (NACo) and partners at the CSG Justice Center and APA Foundation launched Stepping Up: A National Initiative to Reduce the Number of People with Mental Illnesses in Jails and announced a Call to Action demonstrating strong county and state leadership and a shared commitment to a multi-step planning process that can achieve concrete results for jails in counties of all sizes. As part of this Call to Action, county elected officials are being asked to pass a resolution and work with other leaders (e.g., the sheriff, judges, district attorney, treatment providers, and state and local policymakers), people with mental illnesses and their advocates and other stakeholders to reduce the number of people with mental illnesses in jails.For more information please visit:
