County Leaders Applaud Dan McCoy’s Leadership as President of State County Executives Association

During his two-year term, McCoy has been a strong advocate for counties.
 

The New York State County Executives' Association (NYSCEA) today recognized Daniel P. McCoy for his leadership and achievements during his tenure as the President of NYSCEA. 

“It has been an honor to serve with and advocate for New York's County Executives during this historic and tumultuous time. This is an extraordinary period in our nation's history and I am proud that I had the privilege to lead a team of local leaders who worked in their communities every day to help protect our citizens, support our businesses, and fight this invisible disease,” said Daniel P. McCoy, Albany County Executive and outgoing NYSCEA President. 

During his two-year term, McCoy has been a strong advocate for counties, successfully spearheading numerous initiatives vital to New York's counties, including leading counties during the unprecedented COVID-19 public health emergency and subsequent economic shutdown as well as efforts to protect the county zero percent growth Medicaid cap – avoiding hundreds of millions of dollars in potential cost shifts to counties and NYC. He also helped secure a 6.2% eFMAP increase in the CARES Act and fought to ensure this benefit would flow to counties – resulting in about $160 million in fiscal relief for counties and NYC per quarter.

Additional highlights of President McCoy's tenure include
  • Secured hundreds of millions of dollars for local programs including early voting implementation, community college FTE aid, indigent legal defense, Raise the Age implementation, senior services, and Code Blue initiatives
  • Enactment of the Internet Sales Tax Fairness, growing local sales tax collection in the first 12 months by $371 million 
  • Enactment of statewide Styrofoam ban 
  • Elimination of the Sales Tax Exemption for Energy Service Companies (ESCOs, providing an estimated benefit for counties of $40 million annually
  • Enactment of paint stewardship legislation
  • Enactment of important amendments over bail reform changes to tighten up the new law
  • Secured additional CHIPS funding for harsh winter conditions two years in a row

“As county executives, our first priority is to keep our communities safe and help them thrive, and Dan McCoy is a great leader during these very difficult times. In addition to his tireless efforts in Albany County, he was instrumental in helping all of the counties in the state get what they needed to battle this pandemic,” said Dutchess County Executive Marcus Molinaro, who will become the next NYSCEA President. “I thank my good friend and colleague for all of the time and energy put in at the helm of this association, and I will work hard to build on his legacy.”
