Social Services Commissioner

Westchester County is seeking a dynamic, creative and experienced candidate to fill our Commissioner of Social Services position. The qualified applicant will be responsible for leading a large, diverse County department with a staff of over 1,000 programmatic, operational, administrative and clerical support personnel in the operation and administration of multiple programs to assist residents and families in need including public assistance, domestic violence, child welfare, homeless programs and services. Responsibility includes managing a budget in excess of $500M while ensuring adherence to all Federal and New York State Department of Social Services laws, rules, regulations and policies. The Commissioner of Social Services is an executive level position, appointed by the County Executive, along with the approval of the Board of Legislators.

The department also maintains four District Offices in Mt. Vernon, Peekskill, White Plains and Yonkers to enable the provision of services to a large cross section of the County and the broad array of programs and services are reflective of the varied needs of the County’s residents and the scope of position responsibility including:

  • Services for Adults, Children and Families with Children encompass Child Protective Services; Preventive Services Foster Care; Adoption Services; Independent Living Services, and Adult Protective Services.
  • Temporary Assistance Programs encompass Temporary Housing Assistance for Homeless Households; Emergency Assistance to Adults; Emergency Assistance to Families; Emergency Safety Net Assistance; Temporary Assistance to Needy Families (TANF); Safety Net Assistance to Adults; Safety Net Assistance to Families; Child Care Subsidies; the Home Energy Assistance Program; the Supplemental Nutrition Assistance Program (SNAP), and Medicaid.
  • Other general services provided to the public include The Office of Child Support Enforcement, which assists in the collection of support payments for both public assistance households and non-public assistance households on request.
  • The Department also provides oversight of
    • The Office of Veterans’ Services which is available to assist all Veterans in Westchester County and their dependents in receiving the maximum benefits to which they are entitled.
    • The Westchester-Putnam Workforce Development Board which oversees Career Centers in Mount Vernon, Peekskill and White Plains and utilizes both public and private resources to train individuals in the skills needed to become employable or retain their jobs while assisting employers in building, training and/or retraining a skilled workforce.
    • The Emergency Services Unit located in White Plains, provides after-hours and weekend coverage for all service emergencies, including investigation of child abuse reports from the State Central Register, placements in temporary housing, and responding to “other service” emergencies. Caseworkers are available on site and on call to respond to any immediate need for a field visit.

Required Experience: New York State regulatory requirements establish the qualifications for this position. As such, we are seeking an innovative executive possessing an advanced degree and eight years of significant managerial experience in the field of social services which must have included planning, directing, and coordinating the work of a staff larger than 500 employees involved in various social service programs.

The salary range for this position is $175,000-$195,000 with a compensation package that includes comprehensive benefits, including medical, dental, vision, deferred compensation, paid leave and the NYS retirement plan.
