Ideally situated in the heart of Long Island, Suffolk County has a population of 1.48 million people. The County geographically comprises the eastern two-thirds of Long Island and its western border is approximately 15 miles from New York City. The County is bordered by Nassau County to the west, the Long Island Sound to the north, and the Atlantic Ocean to the south and east. Major population centers within the County are the Towns of Brookhaven, Islip, Babylon, Huntington, and Smithtown, each with populations in excess of 100,000.
In New York State, local governmental services are provided by counties, cities, towns, and villages. The County provides police and law enforcement services, economic assistance, health services, and preservation of open space along with numerous other services. The County also maintains many roads, parks, and waterways, and operates a three-campus community college. Since 1960, the County has operated under a charter form of government, which provides for executive administration of County affairs.
The County Executive heads the executive branch of government and is the Chief Budget Officer. The Suffolk County Legislature is the main lawmaking body of the County. The County Comptroller, as chief fiscal officer, is responsible for auditing the records of the County departments and special districts, for examining and approving all payment vouchers, for ascertaining that funds to be paid are both appropriated and available, and for the issuance of all County debt obligations. The County Comptroller receives and has custody of all County funds including County taxes and fees and reports the financial status of the County to the County Legislature.
The county employs over 9,500 people and has a FY 2021 budget of just over $3 billion.
About the Office
The Suffolk County office of Management and Budget (OMB) manages three major budgets for the County. The Operating Budget, the Capital Budget and the Suffolk Community College Budget. For each budget the office is charged with developing a recommended budget for consideration, modification and adoption by the Suffolk County Legislature. Each Budget has its own sets of parameters and due dates, the typical budget cycle ranges from two to five months, with the operating budget being the most labor intensive.
The office is responsible for assisting departments with their requests and has a team of analysts who prepare the critical analysis needed in order to evaluate levels of funding. The Director then makes recommendations to the County Executive and his staff for inclusion into the final product. About the Position
In accordance with the Suffolk County Charter the Budget Director shall perform such duties and functions as the County Executive may direct. The Budget Director is in charge of the planning, preparation and the presentation of the County’s operating, capital and college budgets, as well as the Multi-Year Plan (MYP) and participates in the all borrowing proposals.
Essential duties include:
The office includes a Deputy and Assistant Deputy Budget Director. The Budget Director is accountable for an operating budget of over $3 billion, annual capital plan of $100M and a community college budget of $120M annually.
- Directs the work activities of assigned staff, including the compilation, review and interpretation of financial data; recommendations for future; and the implementation of new ideas and financial strategies;
- Plans an directs the County’s annuals budget process by directing the review, recommendation and presentation of operational and financial plans submitted by departments that outline the goals and objectives for programs and services including funding levels and new initiatives, estimated costs and expenses;
- Maintains communication with elected officials and department heads providing relevant financial information as required;
- Ensures accuracy of budgetary information and research and prepares analytical reports.
Suffolk County is recruiting and experienced, service oriented Budget Director with strong leadership skills and a collaborative management style. The ideal candidate will be a person of integrity, a highly ethical, politically astute individual who will foster a culture of accountability and transparency in the department.
The County seeks a Budget Director with a public finance background and extensive knowledge of governmental accounting. The selected Budget Director must be able to understand and analyze financial statements and budgetary requirements. A potential candidate must have strong experience with budget and finance software products.
A potential candidate must ability to communicate effectively both verbally and in writing and establish and maintain a harmonious, productive working relationships with employees, other departments within the organization and the general public. The Budget Director works directly with the County Comptroller and his office and other elected officials on a daily basis and must be able to present sound, well researched recommendations to assist the county in making informed decisions.
Education and Experience
A potential candidate must hold a Bachelor’s degree Finance, Business Administration, Public Administration or a related field and eight (10) years of professional work experience which includes direct budget related work and/or financial administration, including two (2) years of supervisory experience. Or a Master’s degree is a plus, eight (8) years of professional work experience which includes direct budget related work and/or financial administration, including two (2) years of supervisory experience is required. Public Sector experience is desired.
Compensation and Benefits
The salary range for this position is $120,000-$179,000 depending on qualifications and experience.
