Requirements The Department of Social Services (DSS) in Suffolk County, NY serves its residents by providing public assistance, service-related programs, housing & homeless services and medical assistance to economically disadvantaged individuals.
 
The Deputy Commissioner is responsible for assisting the Commissioner in the formation and implementation of administrative policies and procedures; the successful operation of the department’s Client Benefits (Temporary Assistance and SNAP), Central Housing, Employment, Adult Protective Services (includes Family Type Adult Homes) and Medicaid Programs; and for the financial operations of the department. In the absence of the Commissioner, the incumbent is responsible for all departmental operations.
 
REQUIRED EDUCATION AND EXPERIENCE:
            Either:
            (a) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree and six years of full-time paid experience in a health, education or social service agency, four years of which must have been in an administrative or supervisory capacity; or,
            (b) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree and six years of full-time paid experience in an administrative or management position where there is responsibility for planning, directing and coordinating the work of a substantial staff working in several units or performing several separate functions.
 
NOTES: additional education from a New York State or regionally accredited college or university in social work, public administration, hospital administration, educational administration, or business administration, shall be the equivalent, on a year-for-year basis up to two years, of the above prescribed experience. However, no such additional education can be substituted for the administrative or supervisory experience required
 
Each year of experience as a chief executive officer of a social services district, within six years immediately preceding the date on which they are appointed, shall be the equivalent of two years of the above prescribed experience.
 
*The preferred candidate will have 5 years of management experience in Emergency Housing, and a strong understanding of client benefits and Medicaid.
 
All appointments to the position of Deputy Commissioner of Social Services must be approved by the State Commissioner of Social Services.

Residency Requirements
Any person entering service as an officer or employee of the County of Suffolk shall have his or her residence within the County of Suffolk within five years of commencing employment.
 
Once the five-year grace period has concluded, any such person shall maintain such residence within the County of Suffolk during the person's entire term of County service.
 
An officer or employee of the County of Suffolk, or any agency thereof, who satisfied residency requirements when he or she entered County service, shall maintain such residence within the County of Suffolk during the person's entire term of County service.
