Steuben County, New York is currently recruiting candidates for positions of
Director, Veterans Service

This position is located at the Steuben County Veterans Service Agency
 
The work involves responsibility for administration of the work of the County Veterans Service Agency in providing services to the veterans and families of veterans in the county.  The work is carried out in accordance with well-established procedures under the authority of Article 17, Sections 357, 358, and 359 of the New York State Executive Law, as well as local operating procedures as established by the County Legislature.

The work involves counseling veterans and the widows and children of deceased veterans regarding benefits to which they are entitled and assisting them to file claims for benefits; counseling veterans to assist them in coping with factors contributing to maladjustment and dependency; overseeing the entire operation of the agency including training, supervision, and discipline of subordinates; and performing a wide range of public relations duties to promote the entire program of the agency and to encourage interest in veterans affairs. 

Work is performed under the general direction of the County Manager, with extremely wide leeway allowed the incumbent for the exercise of independent judgment in operating the agency as long as duties are performed in accordance with the general recommended guidelines.  Direct supervision is exercised over the activities of all subordinate agency personnel.  Does related work as required.
 
MINIMUM QUALIFICATIONS
Graduation from high school or possession of an equivalency diploma and:
 
  1. Status as a veteran as defined in New York State Executive Law Article 17, Section 350; and in New York State Civil Service Law Section 85.1 and;
 
  1. Accreditation as a veterans service officer bestowed by a national veterans organization, including meeting all requirements of Chapter 59 of Title 38 of United States Code Sections 14.626 through 14.635 of Title 38 Code of Federal Regulations; and either:
 
(a)   Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Social Work, Sociology, Psychology, Business Administration or closely related field, and one year of experience in social work counseling or in the filing of claims on behalf of clients; or
 
(b)   Graduation from a regionally accredited or New York State registered college or university with an Associate's Degree in Human Services, Social Sciences, Business, or closely related field, and three years of experience in either counseling duties in a public or private social agency or in an occupation which shall have involved the preparation of and filing of claims on behalf of clients; or
 
(c)   Five years of full time or equivalent part time paid experience in business management or office administration which shall have included the preparation of and filing of claim forms, vouchers, or related documents; or
 
(d) An equivalent of United States Military education and experience.
 
SPECIAL REQUIREMENT(S)
  1. U.S. Department of Veterans Affairs accreditation as the county veterans service agency director for Steuben County within the first year of employment; and
 
  1. Verification of current membership in good standing in a National Veterans Organization that is
    1. Chartered by the United States Congress;
    2. Actively affiliated within Steuben County; and
    3. Includes a full time Department Service Officer working in the Department of Veterans Affairs Regional Office, Buffalo, New York.
 
SALARY/BENEFITS
  •  $47,507 - $56,437 Annually, Depending on Qualifications
