Counties Elect Clinton County’s Mike Zurlo as Immediate Past President, Capping a Distinctive Year as President

County leaders from across the state last week elected Clinton County Administrator Michael E. Zurlo as Immediate Past President of the New York State Association of Counties (NYSAC). The election was held as part of NYSAC’s annual meeting and Fall Seminar held in Oneida County. County delegates applauded Mr. Zurlo for his leadership and distinction as president over the past year.

“It has been an honor for me to serve as the NYSAC President, representing the needs and concerns of all of the counties in New York,” said Mr. Zurlo. “This past legislative session was a tough one. We worked hard to fight for our counties and residents and with the help of our incredibly hard-working and dedicated membership, we continue to make our communities stronger. I thank them for their trust in me and for their service to their counties.”

Under President Zurlo’s leadership, NYSAC was able to:

  • Postpone reforms to New York’s foreclosure proceedings,
  • Maintain level funding for community colleges,
  • Secure funding for new voting equipment,
  • Increasing DMV fees for counties,
  • Acquire millions of dollars of new funding for public defense services,
  • Extend investment options for counties, and
  • Help counties exit the state pension’s costly contribution stabilization program.

Mr. Zurlo was appointed Clinton County Administrator in 2004 after serving as the deputy county administrator since 2001. Prior to his Clinton County service, Mr. Zurlo spent nine years working in the New York State Senate. He holds a Masters in Public Administration from the Rockefeller College of Public Affairs & Policy at the University at Albany.

Organized in 1925, NYSAC is the only statewide municipal association representing the interests of all of New York State’s county leaders, including legislators, supervisors, county executives, administrators, commissioners, and other county officials from all 57 counties and the City of New York. Our mission is to foster excellence in county governance and unite the voice of county leaders.

NYSAC is a bipartisan organization that represents counties before federal and state officials and works to inform county officials through conferences, workshops, reports, and extensive communication.

"We’re incredibly grateful for the tremendous leadership of County Administrator Zurlo over the past year,” said NYSAC Executive Director Stephen Acquario. “His steady hand and deep knowledge of county government was instrumental to our success in this exceptionally challenging year. We look forward to his continued contributions to our leadership team in his new role as Immediate Past President.”
