Fall Seminar Focus: Public Safety

The 2019 NYSAC Fall Conference in Sullivan County is going to be jam-packed with policy workshops led by county, state and private sector experts sure to offer new insight into laws, and policy actions influencing county operations. This week, we are looking at a series of workshops that focus on public safety. View the full conference agenda and registratrion here.
 
On Monday, September 14, attendees will have an opportunity to learn more about bail, speedy trial and discovery reform during a workshop presentation by Jed Painter, Executive Assistant District Attorney from Nassau County and Joy Bennett, Tioga County Probation Director. In addition to serving in an advisory capacity to NYSAC, Mr. Painter serves on the statewide bail reform taskforce. In addition to her role as the Tioga County Probation Director, Ms. Bennett has taken an active role in presenting on the impacts of bail reform as it relates to probation. The workshop will also be moderated by the Past-President of the Council of Probation Administrators, Scott Glueckert who is also the Delaware County Probation Director. Our presenters will cover an overview of the legislation, discuss challenges and potential implementation hurdles. We hope you will join us and our expert panelists on Monday from 2-3:15pm.
 
Later in the afternoon, from 3:45-5pm there will be an additional two public safety related workshops on Raise the Age and the First Responder Network Authority. Presenters from the Governor's Office, and state agencies including: OCFS, DCJS and SCOC will join us for an update on Raise the Age implementation as well as offer some tools, and suggestions for counties to consider as the next wave of juveniles, 17 year-olds will be transitioning into this new criminal justice system.
 
Experts from AT&T, New York's private sector partner tasked with implementing FirstNet will be on hand to discuss implementation progress, and how county governments are getting involved with the statewide rollout. Moderated by Sullivan County 9-1-1 Coordinator Alex Rau, this year's home county will be part of the discussion. Sullivan County has begun the process of engaging with AT&T to implement FirstNet. You won't want to miss this update and information from a county who is working on a solution.
 
Day 2 of the Fall Seminar will offer conference attendees even more public safety education! We encourage you to check out the Deconstructing the Prison Pipeline workshop at 10:45 led by Suffolk County Sheriff, Errol Toulon. In addition to serving as Suffolk County's Sheriff, Dr. Toulon has an impressive resume spanning over 30 years in law enforcement. In 2019, Sheriff Toulon was appointed to serve on the Reducing Jail Inmate Recidivism through Continuity of Services Taskforce, a joint partnership of the National Association of Counties (NACo) and the National Sheriff's Association. As a practitioner, and a national leader in reducing recidivism, Sheriff Toulon will offer a unique perspective and solutions to helping your communities!

After this workshop and lunch, be sure to check out Stories from Sullivan County on the Opioid Crisis from 2-3:15pm. Grappling with the opioid epidemic devastating the nation, this two-part workshop will offer stories from Sullivan County on the impact of the epidemic, and information on federal and state lawsuits against the pharmaceutical industry.
