The County Administrator’s responsibilities will generally fall within one of three core categories related to their capacity as chief administrative officer.

Budgeting and Financial Management Livingston County is often recognized for sound financial practices that have resulted in excellent credit ratings, low fiscal stress scores, strong reserve levels and budgetary and financial stability. As the County’s budget officer, the successful candidate will prepare an annual budget and provide for appropriate financial controls to promote the effective, efficient and economical management of appropriated funds. This includes investments in infrastructure, community enhancement and revitalization and access to enhanced and expanded services for residents. The Board desires someone with a strong fiscal background and a conservative budgeting philosophy.

Management of Employees The County Administrator provides strong leadership to the County’s workforce, aided by talented, knowledgeable department heads. Using directives from the Board of Supervisors, the County Administrator and staff leadership work together to coordinate the activities and management of departments. Additionally, the County Administrator is responsible with overseeing organizational effectiveness, constituent service, recruitment and retention efforts and performance management.

Operations and Day-to-Day Affairs The County Administrator provides daily oversight and management for the County’s long-term projects, including Thrive In Livingston, Light Up Livingston and others, to ensure the needs of residents are being met and continually evaluated. The position is also responsible for rendering final decisions on important subjects as needed.

Key Responsibilities and Tasks

  • Advise the Board of Supervisors regarding daily operations of Livingston County, including proposal evaluations, policy and procedural recommendations and information gathering, such as the initiation of studies to identify ways to best serve the community.
  • Serve as liaison between the Board of Supervisors, Board committees and individual county departments.
  • Report annually to the Board of Supervisors regarding administration and performance of departments and agencies.
  • Supervise the management and maintenance of County properties; this includes oversight of the County purchasing department and insurance programs.
  • Initiate, administer and oversee any negotiations with organized employee organizations as part of the collective bargaining process.
  • Represent the County and the Board of Supervisors in interactions with political subdivisions, state and federal officials and other outside agencies.

About the Candidate

  • Bachelor’s degree plus six years of full-time management experience (public or private
    enterprise) OR a Master’s degree in public administration or business administration and
    four years of full-time management experience OR the equivalent.
  • The successful candidate must possess an enthusiasm for transparent, accountable and
    highly ethical government, including best-in-class customer and constituent services,
    noteworthy workplace culture and adept fiscal stewardship and financial management.
  • Acute financial acumen to manage the County’s budget and to promote and facilitate
    economic prosperity and growth through support of key industries including agriculture,
    business development initiatives and enhancements to Main Streets, among others.
  • Candidate should possess experience with process improvement and systems
    implementation to continuously meet the challenges of County residents and administer
    efficient government services.
  • The chosen candidate must have experience with capital project planning in order to
    realize project completion of various endeavors, such as county park and building
    improvements.
  • Must possess strong leadership skills, have a direct, team-oriented and collaborative
    approach to fulfill the strategic goals outlined by the Board of Supervisors and meet the
    demands of the residents of Livingston County.

The County Administrator reports to the County’s 17-member Board of Supervisors and is appointed to a 4-year term of office. Livingston County has a strong tradition and history of collaboration between the Board, administrative offices and departments. While this position is an at-will position, an employment agreement will be considered for the selected candidate. The selected candidate will work concurrently with the outgoing County Administrator for a period of time, to be defined.
