Orange County, NY anticipates hiring a new Chief Information Officer to lead our planned Department of Information Technology (IT). The department will be formed in the coming months with the advice of the to-be-hired CIO. The CIO will work with existing County officials and consultants to finalize a staffing plan.

Orange County is located approximately 60 miles north of New York City. It is home to Legoland NY, Woodbury Common Premium Outlets, and the United States Military Academy at West Point.

The CIO salary is negotiable with a target hiring range of $200,000 - $225,000. Additionally, comprehensive health insurance and retirement benefits are available. A motor vehicle with take home use will also be made available to the incumbent.

Job Summary:

The Chief Information Officer will develop, plan, and implement an information technology (IT) strategy that meets the company’s business needs, delivers optimal return on investment, and maintains utmost security.

Supervisory Responsibilities:

  •  Oversees IT service management (ITSM) for IT systems, data centers, SaaS, and cloud, reviews service level metrics, and directs continuous improvement.
  •  Directs agile program management on active initiatives, assigns leadership responsibilities, reviews release schedules and backlogs, and prioritizes process improvements.
  • Oversees information security functions and practices, communicates threat intelligence, prioritizes security investments, reviews compliance, and establishes security learning programs.
  • Ensures that compute, storage, network, cloud, and end-user computing infrastructure adequately supports the company’s computing, data processing, and communications needs.
  • Oversees data governance and data democratization efforts to improve data-driven decision-making behaviors, including data security, data quality, and use of self-service analytics technologies.
  • Facilitates creating the technology roadmap, including lifecycle management, app modernization priorities, application enhancements, integration priorities, security remediations, technical debt remedies, and patch management.
  • Oversees transformation and change management functions so that departments and end-users realize the benefits of new technology and data investments.
  • Conducts performance evaluations that are timely and constructive and establishes learning development programs for the IT staff.
  • Leads IT vendor management function, including overseeing selections, negotiating contracts, assigning IT staff responsibilities, and overseeing vendor performance metrics.

 

Duties/Responsibilities:

  • Collaborates with executive team members, develops relationships with subject matter experts, and understands end-user requirements to identify ways IT can assist the company in achieving operations, innovations, customer experience, and financial goals.
  • Leads IT culture efforts to become customer-focused, improve team collaboration, establish agile mindsets, and other objectives that improve hiring/retention and stakeholder perceptions.
  •  Develops and communicates the vision, priorities, goals, and roadmap for user experience, technology, data, innovation, and security capabilities.
  • Leads the development of user experience, technology, systems architecture, data, software development, infrastructure configuration, process, security, automation, documentation, testing, and other standards, in partnership with departments and IT, that meet compliance requirements and promote efficient deployment, management, and extensibility.
  • Leads research of new technologies, innovations, process changes, and use cases for data/analytics, in partnership with departments and IT, oversees developing business cases, and facilitates establishing priorities.
  • Establishes the governance model for key enterprise systems, including the ERP, HRMS, and identity management systems.
  • Establishes the IT department’s key performance indicators, communicates risks and issues, prioritizes improvement areas, and oversees continuous improvement plans.
  • Oversees escalation policies and processes for technology and security incidents and responds to high-priority and escalated incidents.
  • Develops, manages, communicates, and presents the IT budget, including CapEX and OpEX.
  • Ensures compliance with government regulations that apply to systems operations.
  • Performs other related duties as assigned.

Required Skills/Abilities:

  • Excellent verbal and written communication skills; proficient in executive presentations, relationship building, writing policies, and communicating standard operating procedures.
  • Strong technical acumen in multiple areas, such as SaaS integrations, data/analytics technologies, low/no-code platforms, software development, Oracle EBS, Office 365 administration, WAN/LAN configuration, and Microsoft Azure.
  • Strong program, process, and organizational skills with proficiencies in agile methodologies, ITSM, and process management (six-sigma or similar).
  • Understanding of security and risk management frameworks such as NIST, ISO27001, or CIS.
  • Experienced leader of technology departments of 50-200 people, 5-10 strategic vendors, and an annual budget of more than $12 million.
  • Excellent ability to conceptualize long-term goals, create agile plans, oversee releases that deliver on time and quality, and capture and communicate business outcomes.
  • Understanding of legal, finance, human resources, government, compliance, and security related to overseeing technology, innovation, data, and security functions.
  • Thorough understanding of information technology and systems; skills to question vendors and provide meaningful answers to stakeholders’ technology and data questions.
  • NYS Driver’s license.

 

Suggested Education and Experience:

  • Masters degree in Business Administration, Computer Science, Engineering, or Information Technology required.
  • At least 15 years of experience overseeing technology functions and leading technology teams.
