VACANCY: At the present time, there is one full time, opening in the Schuyler County Planning Department. The person hired will need to take a Civil Service test at a later date, and be reachable on the list to gain permanency in the position.

JOB DESCRIPTION: This is a professional administrative position involving the responsibility of providing technical assistance to county, town, and village planning boards in preparing or revising the county planning program. This position provides direct assistance and support to the economic development efforts within the county and is responsible for coordinating, identifying and assisting in the management of grant opportunities for the county, and county departments. These duties are performed under the general direction of the County Administrator with a high level of independent judgment allowed in planning and carrying out the details of the work.

TYPICAL WORK ACTIVITIES:
Advises and supports the Schuyler County Planning Board on matters relating to county and local planning to include researching best practices, formulating policies and making planning recommendations in conjunction with the County Administrator;
Advises and supports, upon request, town and village planning and zoning boards in connection with planning and grant efforts, zoning and subdivision control matters;
Consults with and addresses department heads, business leaders, industries and various other groups and agencies regarding the general planning, grants and development of the County;Provides technical assistance such as marketing data, maps and reports, to Schuyler County Partnership for Economic Development (SCOPED) for the development of the preparation of applications and permitting process;
Provides technical assistance with computer-aided design, geographical information services and documents such as NY SEQRA for development projects within Schuyler County;
Conducts research and design studies for land development projects, industrial, commercial, residential, transportation, utilities, recreation, etc. for private and public sector agencies, provides consultation for best-practices for these organizations
Assists and coordinates between departments, local development and service agencies in the initiation and preparation of applicable grants to create, enhance or expand County planning, economic viability and services;
Represents the County Administrator and actively participates in staffing, administrative, community and various board meetings as designated to ensure communication and coordination between all parties (examples of boards include Community Development, IDA and/or SCOPED);
Coordinates with community organizations, department heads, the County Treasurer and County Administrator the data and reporting required for applicable grants;
Maintains records provides monthly and year end reports to the County Administrator in areas of planning activities, finances, program goals, statistics and other quality measures;
Assist the County Administrator in any other related work as delegated and required.

MINIMUM QUALIFICATIONS: Either:
A. Possession of a Masters Degree in Planning, Architecture, Landscape Architecture, Urban Geography or other related field and two (2) years of experience in municipal community, regional planning or related work; or
B. Possession of a Bachelors Degree in Planning, Architecture, Landscape Architecture, Urban Geography or other related field and four (4) years of experience in municipal community, regional planning or related work.
