NOTICE OF JOB VACANCY
Job Title: Risk Manager

The incumbent shall have the responsibility for planning, implementing and enforcing a comprehensive safety program, including developing standards for the protection of employees and the public use of municipal-owned properties and facilities for which they are responsible. The incumbent interprets and ensures federal, state and local laws and rules applicable to safety, including but not limited to OSHA, PESH and the Department of Labor, are met. The incumbent also has primary responsibility over the County’s workers’ compensation program as it relates to training and safety concerns and employee training program. The work is performed under the direction of the County Attorney with leeway allowed for the use of independent judgment for carrying out the details of the work. Does related work as required.

Work Hours: Full-time, 35 hours per week, with benefits Salary: $61,842-82,312/HR (Management)

Location: Cortland County Attorney’s Office

Status: Competitive, Provisional

MINIMUM QUALIFICATIONS: Either:
(a) Possession of an Associate's degree or higher in construction technology, architecture, engineering technology, business administration or closely related field and two (2) years of experience as a building contractor, building inspector, claims adjustor, staff development administrator, manager or administrator of occupational safety and health program, worker’s compensation program, or similar position responsible for inspecting or investigating for loss or safety; OR
(b) Four (4) years experience as defined in (a); OR
(c) An equivalent combination of training and experience as defined by the limits of (a) and (b).

NOTE:
Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency. SPECIAL REQUIREMENTS (failure to maintain the following will result in disciplinary action or dismissal):
1. Possession of a valid New York State driver’s license is required.
2. Completion of National Incident Management System (NIMS) courses*
IS-100.B: Introductionto Incident Command System
IS-200.B: ICS for Single Resouces and Initial Action Incidents
ICS 300: Intermediate ICS for Expanding Incidents
ICS 400: Advanced ICS for Command and General Staff
IS-700.A: National Incident Management Systems (NIMS) An Introduction
IS-800.B: National Response Framework, An Introduction is required
NIMS courses must be completed within two (2) years of appointment. Failure to obtain NIMS Certification will result in dismissal.
3. Must complete the required courses for a Building Safety Inspector Certification within 18 months of date of appointment or within 18 months of date of first training course, whichever is the shorter.
