2026 Legislative Session Summary

This year State Legislators passed 856 bills through both the Assembly and Senate. Your NYSAC Legislative Team has been combing through these bills, searching for any legislation that might impact county operations.

Our 2026 Legislative Session Summary report highlights selected bills that passed both the Senate and Assembly in 2026 and may directly or indirectly impact counties if enacted. Each entry includes the bill number (linked to the bill text), a summary, and the bill’s current status:

  • Passed Both Houses (awaiting delivery to the Governor)
  • Delivered to the Governor (awaiting action within 10 days, excluding Sundays)
  • Chapter Number (if signed into law)
  • Veto Message (if disapproved)

NYSAC was able to secure passage of several of our “end of session” priorities including legislation extending piggybacking authority, enacting comprehensive CPL 730 reform, establishing a CPL 730 work group, and limiting public access to Article 81 guardianship records.

Now that session has concluded and state legislators have returned to their districts, NYSAC will be engaged with Governor Hochul’s office, providing the county perspective on legislation as it is sent to her for her amendment, signature or veto.
