Director of Real Property Services, Chemung County
The Position
The successful candidate must exhibit a thorough knowledge of modern principles, practices and theory of real property valuation and assessment; thorough knowledge of real property tax laws, judicial decisions and administrative determinations governing valuation of real property; good knowledge of office and staff management; ability to establish and maintain effective relationships with the public, assessors and county officials; ability to plan, organize and supervise the work of others; ability to effectively utilize and explain the use of tax maps and other valuation tools; integrity; tact; courtesy; good judgment; physical condition commensurate with the demands of the position.
-Establishes and maintains a comprehensive real property tax service program to assist in the development of equitable assessment practices.
-Maintains a variety of records and statistical data for control and reporting purposes.
-Direct and train field and office property appraisal staff.
-Assists assessors on unique valuation problems.
Qualifications
Minimum requirements established by the State Department of Tax and Finance:
A) Graduation from high school, or possession of an accredited high school equivalency diploma and six years of satisfactory full-time experience as described below; or
B) Graduation from an accredited two-year college and five years of the experience described below; or
C) Graduation from an accredited four-year college and four years of the experience described below; or
D) An equivalent combination of education and experience as described in Paragraph A, B, and C. One year of graduate study may be substituted for one year of the foregoing experience; and no more than two years of graduate study may be applied as a substitute for the foregoing experience.
Experience must be in an occupation providing a good knowledge of real property values and the principles, methods, and procedures required for the assessment of real property for tax purposes. As part of the work experience candidates must have had at least two years of full-time paid administrative experience.
NOTES:
1) Two (2) years of college study in a related field may be substituted for one (1) year of general experience but in no case shall less than four (4) years of general experience including two (2) years of the administrative experience as outlined above be acceptable.
2) Director of Real Property Tax Services II must complete a basic course of training prescribed by the State Board of Equalization and Assessment and be certified pursuant to RPTL 1530 during his/her first year in office
Starting Salary
Salary is $69,711 to 110,308, salary is negotiable and commensurate with experience and qualifications. Chemung County offers a competitive benefits package, including health insurance and NYS retirement.
