SENIOR BUDGET ANALYST (DMB)

DISTINGUISHING FEATURES OF THE CLASS:  Incumbent in this class is responsible for the supervision of and participation in the preparation of a department’s budget estimates, the compiling of statistical data and the preparation of written analytical narratives to accompany budget requests to the County Executive’s Office.  The duties include policy advice related to the budget request, the maintenance of special project budgets, classifying and monitoring budgetary accounts and the detailed analysis of organization procedures and management operations.  The incumbent analyzes and monitors fiscal indicators and department spending relevant to the budget. This class differs from the class of Budget Analyst due to the higher detailed and more complex level of budget analysis required. Incumbent supervises and is responsible for training entry-level budget analysts. The work is performed under the supervision of his department head with wide range of leeway allowed for the use of independent judgment. Does related work as required.

TYPICAL WORK ACTIVITIES:

  • Conducts special or continuous studies in order to obtain budgetary data and develop appropriate recommendations for effective and efficient utilization of available County resources;
  • Makes evaluations relating to funded programs to ascertain accuracy of reports and completeness of data;
  • Analyzes budget needs and submits policy advice and recommendations on budget requests to the appropriate Department Head and/or staff of the County Executive’s office;
  • Compiles statistics from reports for use in budget justification;
  • Monitors expenditures to assure that work is done efficiently within established fiscal and administrative guidelines;
  • Reviews information for use in periodic reports to the County Executives Office;
  • Prepares written and oral reports of findings;
  • Oversees and administers major management contracts;
  • Reviews the work of subordinate entry level analysts to ensure fiscal accuracy;
  • Assists and makes recommendations in the preparation of budget estimates by providing data on cost effectiveness, cost analysis, program effectiveness, etc.;
  • Determines and projects economic forecasts necessary for budget preparation;
  • Prepares detailed statistical and financial reports;
  • Maintains records and files as required.

  • Comprehensive knowledge of the modern principles and practices of account keeping and budget control;
  • Comprehensive knowledge of governmental budget process and control;
  • Comprehensive knowledge of effective governmental budget principles and practices;
  • Comprehensive knowledge of local and state rules and regulations concerning maintenance of fiscal records;
  • Thorough knowledge of business arithmetic;
  • Good knowledge of business English;
  • Good knowledge of modern office terminology, practices and procedures;
  • Ability to prepare tabular and statistical reports;
  • Ability to prepare written material;
  • Ability to understand and carry out complex oral and written instructions;
  • Ability to plan, supervise and review the work of others;
  • Ability to gather, analyze and summarize fiscal data and information;
  • Ability to evaluate procedures, organizational structures and fiscal policy effectively;

MINIMUM QUALIFICATIONS: EITHER:

A.  Graduation from an accredited college or university with a Master’s Degree in Accounting, Economics, Public Policy, Business or Public Administration, Political Science or a closely related field and one (1) year of experience in budget administration, budget analysis, budget research, policy analysis or a closely related field; OR,

B. Graduation from an accredited college or university with a Bachelor’s Degree in Accounting, Economics, Public Policy, Business or Public Administration, Political Science or a closely related field and three (3) years of experience in budget administration, budget analysis, budget research, policy analysis or a closely related field.
