SFY 2027 Executive Budget County Impact Report
On Tuesday, January 20th, Governor Kathy Hochul unvieled her SFY 2027 Executive Budget proposal.
NYSAC has reviewed the proposed budget and prepared our Interim SFY 2027 Executive Budget County Impact Report, analyzing its implications for county governments statewide.
Overall, the Executive Budget reflects a relatively cautious approach to top-line state spending, with most county aid programs level-funded and no major cost shifts to counties. Notably, the County Partnership Program is maintained at $50 million, with the maximum grant award increased to $1.5 million, providing added flexibility for county priorities.
At the same time, the Financial Plan raises longer-term concerns. The State is projecting a $10 billion decline in federal aid, driven by Medicaid changes, the expiration of COVID-era funding, and federal policy shifts.
On balance, this proposal appears to be a “do no harm” budget for counties, but one that warrants close monitoring as negotiations continue and federal impacts become clearer.
