FISCAL DIRECTOR: DEPARTMENT OF SOCIAL SERVICES
HOURS: 35 hours per week SALARY: $64,492.00 - $74,765.00 per year

DISTINGUISHING FEATURES OF THE CLASS: The Fiscal Director is responsible for planning, implementing and monitoring accounting and fiscal management functions in the Department of Social Services. The incumbent will analyze and monitor program funds, grants, claims and expenditures, develop accounting systems, furnish periodic financial reports, complete the payroll and other related personnel reports. The Fiscal Director may oversee account keeping activities completed by contract agencies. The work of this class differs from the Fiscal Officer by the varied and more complex fiscal management functions required due to the size of the department and additional supervisory responsibilities. The work is performed under the general supervision of the department head or higher-level administrative staff with leeway allowed for the use of independent judgment in carrying out details of the work. Supervision is exercised over the work of subordinate employees engaged in account keeping and fiscal activities.
MINIMUM QUALIFICATIONS: Graduation from high school or possession of a general equivalency diploma and EITHER:
A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in accounting, business or public administration, economics or a related field, including or supplemented by 18 semester credit hours in account, and four (4) years of accounting or auditing experience, involving the maintenance or auditing of double entry books of a business, including the general ledger, or in the maintenance of governmental agency books involving appropriation accounting and the preparation of budget and financial reports; OR
B. Graduations from a regionally accredited or New York State registered college or university with an Associate’s degree in accounting, business administration or a related field, including or supplemented by nine (9) semester credit hours in accounting and six (6) years of work experience as outlines in (A) above; OR
C. Eight (8) years of experience as described in (A) above; one (1) year of which must include supervisory experience.
D. An equivalent combination of training and experience as defined by the limits of (A), (B) or (C) above.
