Deferred Compensation Retirement Program

Our Nationwide Retirement Solutions program provides county employees with the opportunity to invest a portion of their wages in a retirement account. 

Municipal Healthcare Financing Collective

Counties have partnered to create a stop-loss captive, examine high-cost claims, and develop innovative solutions to better serve their employees drug and health care benefits. The collective combines covered lives to lower and stabilize the cost of stop-loss insurance for each member’s self-insured county health plans. 

New York Municipal Insurance Reciprocal (NYMIR)

The New York Municipal Insurance Reciprocal (NYMIR) is a non-profit municipal insurance program governed by local government officials for New York’s local governments- counties, towns, villages and cities. 

Pharmaceutical Benefits Program

NYSAC has been working with ProAct for over 10 years on a partnership that includes a county discount prescription card for residents and a PBM for more than 12 self-insured counties and dozens of municipalities across the state. 

Health insurance costs continue to be one of the largest items in a county budget, with rising annual costs across the board, especially for pharmaceuticals. Ten years ago, counties asked NYSAC to explore effective and efficient programs and services that can help them manage costs. The partnership with ProAct helps us achieve that mission.  
 
ProAct offers county employees lower-cost prescriptions and saves taxpayer dollars through their quality and competitive prescription benefit management program.  

Workers Compensation Programs (PERMA)

NYSAC has partnered with the Public Employee Risk Management Association (PERMA) to develop a workers' compensation program tailored specifically for counties and county workers' compensation pools. PERMA is a member-owned, not-for-profit association of public entities providing workers’ compensation coverage through a group self-insurance program.

We believe that effective management of workers’ compensation costs occurs when the injured worker, municipal employer, claims administration and medical provider all work toward the same objectives.
