Federal Government Shutdown

On October 1, 2025, the federal government shutdown began when Congress failed to pass a continuing resolution to fund government operations for fiscal year 2026.

The shutdown has significant implications for New York's local governments, most urgently in its impact on SNAP and HEAP benefits.

New York is one of only 10 states in which counties lead SNAP administration and pay associated administrative costs. 

With this shutdown, for the first time in U.S. history, a federal administration has directed states not to issue SNAP benefits during a government shutdown. Nearly three million New Yorkers may not receive their food assistance on November 1st.

In addition, HEAP, which helps over 1.5 million New Yorkers stay warm through the winter, has been delayed for an undetermined period, with the funding level still unknown.
