2026 State of the State County Impact Report

Governor Kathy Hochul delivered her 2026 State of the State address on Tuesday, January 13, outlining the Administration’s policy priorities for the upcoming legislative session. The proposals continue to emphasize affordability, housing supply, economic development, public safety, infrastructure investment, and climate resilience, while also addressing emerging fiscal and operational challenges facing the State and local governments.

NYSAC has completed its 2026 State of the State County Impact Report, highlighting proposals that are of particular interest to—or may have significant impacts on—New York’s counties. The report provides an initial assessment to help county leaders understand the potential implications of the Governor’s agenda.

NYSAC will continue to closely analyze these initiatives as additional details emerge through the Executive Budget and legislative process. Further updates and advocacy guidance will be shared as the 2026 Legislative Session progresses.
